BoE On Hold As Narrow Vote Brings A March Ease Into Play

LONDON – Despite leaving borrowing costs unchanged, the prospect of cheaper mortgage rates for homeowners edged closer following Thursday’s Bank of England policy decision.
As widely expected, the Monetary Policy Committee (MPC) voted to hold the Bank Rate at 3.75%. However, the decision proved far more finely balanced than markets had anticipated. Policymakers voted 5–4 in favour of no change, compared with the 7–2 or 6–3 split widely predicted beforehand. Dissenting in favour of a cut were Sarah Breeden, Swati Dhingra, Dave Ramsden and Alan Taylor.
Analysts noted that within the majority, two influential voices – Governor Andrew Bailey and Catherine Mann – appeared comfortable with signalling that rate cuts could come sooner rather than later.
Paul Dales, chief UK economist at Capital Economics, said Mann’s remarks in particular represented a notable dovish shift, given that she had previously opposed all but one of the Bank’s last six 25bp rate cuts.
In the accompanying statement, the MPC said: “If the economy and the outlook for inflation evolve as we expect, there should be scope for some further cuts to Bank Rate this year. But we will judge the latest information and data at each meeting and set whatever interest rate is necessary to ensure inflation remains low and stable.”
Policymakers reiterated that decisions continue to be shaped by two competing forces. On one side, there is a risk that the period of high inflation has embedded more persistent wage and price pressures. On the other, weakening labour demand and subdued household spending could weigh on inflation and potentially push it below the 2% target.
“Monetary policy is being set to balance these risks so that Bank Rate is neither too low nor too high,” the committee said.
Sanjay Raja, chief UK economist at Deutsche Bank Research, argued the decision was less about an imminent rate cut and more about positioning within the MPC.
Updated staff projections
The Bank also published updated quarterly forecasts in its Monetary Policy Report.
On growth, near-term prospects were downgraded, with the 2026 forecast cut by three tenths to 0.8%, and 2027 trimmed by the same amount to 1.2%.
Inflation is now expected to average 3.0% this year, slightly lower than the 3.1% projected in November. CPI is forecast to fall below target in 2027, reaching 1.7%, compared with a previous estimate of 2.2%.
Bank staff also revised unemployment projections higher over the forecast horizon.
“Bank projections back the MPC’s dovish tilt,” Raja said. “The bottom line is that the committee now sees a larger accumulation of spare capacity in the economy.”
Conflicting survey data
The press conference took on an added political dimension this month, with the Bank’s chief quizzed on recent reports surrounding disgraced Labour peer Lord Peter Mandelson.
Asked about allegations that the former minister leaked sensitive information to financier Jeffrey Epstein, he said: “I am shocked by what we now learn about what went on during the financial crisis [of 2008].”
Chris Turner, head of FX strategy at ING, said the Bank’s dovish communication had contributed to renewed softness in the pound, which was already under pressure from domestic political risks.
“Pressure is building on Prime Minister Keir Starmer to step down,” Turner said. “A replacement ticket of Angela Rayner as prime minister and Wes Streeting as chancellor would initially be seen as a shift to the left and would add to the fiscal risk premium demanded in the pound.”
